The Observatoire National des Discriminations et de l'\u00c9galit\u00e9 (ONDES) and CPED are pleased to present the\u00a0REMEDE survey results<\/strong> - Recueil Extensif des Mesures des Etablissements contre les Discriminations et pour l'Egalit\u00e9. <\/p>\n\n\n\n

This survey, designed by ONDES and CPED, with the support of France Universit\u00e9s, aims to provide an overview of\u00a0situation report<\/strong>\u00a0national\u00a0actions in favor of equality\u00a0<\/strong>implemented by higher education establishments. It covers both the organization of missions linked to equality and the mechanisms for listening to and reporting situations of violence.<\/p>\n\n\n\n

It is part of a context of instituti<\/strong>onalizing the fight against discrimination and inequality <\/strong>in higher education and research over the last ten years. Indeed, the legal framework for actions in favor of professional equality between women and men has been reformed since Law No. 2019-828 of August 6, 2019 transforming the civil service. Henceforth, each higher education establishment must draw up and implement a multi-year action plan in favor of <\/strong>gender equality in the workplace<\/strong>. <\/strong>Establishments are also required to set up a device <\/strong>which \"collects reports from employees who consider themselves to be victims of violence, discrimination, moral or sexual harassment or gender-based harassment, and directs them to the appropriate authorities for assistance, support and protection of victims, and for dealing with the facts reported\". It therefore appeared necessary to draw up a national inventory of actions in favor of the<\/strong>equality <\/strong>implemented by higher education establishments, as well as the resources (human, structural, financial, etc.) devoted to equality policies.<\/p>\n\n\n\n

The survey includes 60 questions <\/strong>and covers the organization of equality-related missions as well as listening and support services. It was administered between June and July 2023 to all higher education establishments by CPED and France Universit\u00e9s. In total, 63 plants <\/strong>responded to the survey.<\/p>\n\n\n\n

The REMEDE survey reveals a number of signs of the growing importance of equality initiatives in higher education establishments. Visit\u00a0the human and material resources of the missions are fairly heterogeneous\u00a0<\/strong>This contrasts with the breadth of their field of action, which covers equality in the workplace, the fight against sexual and gender-based violence, the prevention of discrimination in all areas and on all prohibited grounds, as well as hate speech and acts. The reporting systems that have been put in place make it possible to identify a\u00a0increasing number of situations\u00a0<\/strong>that were previously ignored by establishments. The efforts of those involved in equality issues to organize events, awareness-raising campaigns and training courses are bearing fruit to some extent. However, the percentage of effective sanctions, whether judicial or disciplinary, remains extremely low. It will be particularly interesting to\u00a0conduct a new survey\u00a0<\/strong>within one or two years, so as to be able to\u00a0track changes in these indicators over time<\/strong>.<\/p>\n\n\n\n
